How can I go about finding all of the target genes of a transcription factor? What are the most popular tools for this, and are there any R packages I can use?

Not really an expert on this, but JASPAR may be a good starting point. You can download the JASPAR database and run queries in R with a couple Bioconductor packages: https://bioconductor.org/packages/release/data/experiment/html/JASPAR2016.html
